Doctor of Law, PhD in Medical Sciences, Associate Professor, President of the University of Medicine and Social Sciences. His professional background combines medicine, law, and management, reflecting the ongoing transformation of higher education in Ukraine. He was born on April 11, 1991, in Luhansk.
He began his higher education at Luhansk State Medical University in 2008. In 2009, he also enrolled in a law program at Volodymyr Dahl East Ukrainian National University. This combination of medical and legal education shaped his future career path.
While still a student, he started his professional career. In 2012, he became Financial Director of a consulting company working in international education. This experience provided him with a strong understanding of global education systems and international academic cooperation.
In 2013, he earned a Bachelor’s degree in Law, and in 2014, he graduated in General Medicine.
Following the outbreak of hostilities in eastern Ukraine in 2014, he relocated and contributed to the restoration of Luhansk State Medical University, which had been moved to Rubizhne. As Deputy Dean, he was involved in international recognition, recruitment of international students, and maintaining the continuity of the educational process.
In 2018, he defended his dissertation in Pathological Physiology at Kharkiv National Medical University and was awarded a PhD in Medical Sciences. In the same year, he became Secretary of the Council of Rectors of Displaced Higher Education Institutions under the Ministry of Education and Science of Ukraine, contributing to policy development in this area.
In 2020, he obtained two Master’s degrees — in Public Administration and in International Economic Relations — further strengthening his expertise in governance and international cooperation.
In 2021, he joined Kyiv Medical University as an Associate Professor. In November of the same year, he became President of the University of Medicine and Social Sciences.
In 2026, he defended his doctoral dissertation at Dnipro State University of Internal Affairs and was awarded the degree of Doctor of Law. His research focuses on anti-corruption policy and prevention mechanisms in Ukraine.
Anton Smirnov is the author of 59 scientific publications and 6 utility model patents. His research interests include pathological physiology, as well as legal and managerial aspects of healthcare and education.
In addition to his academic work, he is involved in business projects in consulting, agriculture, and energy. He also participates in public initiatives and supports the development of sports.
Oleksii Kapustin was born on August 7, 1983, in Luhansk. He studied Translation (French and English) at Karazin Kharkiv National University and Economics (Economic Cybernetics; Accounting and Taxation) at Luhansk National Agrarian University.
Beginning in 2009, he worked at Luhansk National Agrarian University, where he held positions as Deputy Head of the Department of International Relations and Head of the Preparatory Department for International Students.
After relocating from Luhansk in 2014, he participated in the restoration of Luhansk National Agrarian University in Kharkiv. From 2015 to 2019, he served as Head of the Academic Affairs Office and coordinated the university’s international activities. During this period, he received commendations from the Kharkiv Regional State Administration and the Ministry of Education and Science of Ukraine.
From 2019 to 2021, he worked at Kharkiv National Agrarian University within the Institute of International Education and Advanced Training, focusing on the education of international students.
Since December 2021, he has served as Vice Rector, and since July 2022, as Vice President of the University of Medicine and Social Sciences. His primary responsibilities include ensuring the effective functioning and strategic development of the University.
PhD in Medical Sciences, Associate Professor
Viktoriia Ostapenko is a PhD in Medical Sciences, Associate Professor, senior anaesthesiologist at the Regional Clinical Hospital, and Chief Expert in Anaesthesiology of the Department of Health of the Kharkiv Regional State Administration. She is a member of the Association of Anaesthesiologists of Ukraine and the European Society of Anaesthesiology.
She was born in the Kharkiv region and graduated from Kharkiv State Medical University in 1998. From 2004 to 2006, she studied at the Kharkiv Medical Academy of Postgraduate Education, where she defended a diploma thesis titled “The Market Model of Healthcare Organization: Advantages and Disadvantages Based on the TASIS Project in the Zolochiv District of the Kharkiv Region” and obtained a qualification in Healthcare Management.
She defended her PhD dissertation on microbiological principles for the development of complex antimicrobial drugs with preventive properties against antibiotic resistance.
Viktoriia Ostapenko is the author of nine scientific publications, including five articles published in peer-reviewed journals recommended by the Higher Attestation Commission of Ukraine. She has submitted two applications for declarative patents. Alongside her academic work, she continues active clinical practice and provides expert consultative support.
Doctor of Medical Sciences, Professor (Surgery), Senior Surgeon
Nataliia Honcharova was born in 1983 and graduated from Kharkiv State Medical University in 2006. She completed her internship in Surgery in 2009. In 2012, she defended her PhD dissertation on surgical treatment of complicated chronic pancreatitis, and in 2018, she defended her Doctor of Medical Sciences dissertation on the diagnosis and surgical treatment of complicated pancreatic pseudocysts.
She holds multiple Master’s degrees, including Higher Education Pedagogy, Educational Institution Management, Organizational Management and Administration, and Philology (Germanic Languages and Literatures, Translation). She has completed numerous international internships and professional development programs in Poland, focusing on educational management, quality assurance, and innovative teaching technologies.
She was awarded the academic title of Associate Professor in 2018. Nataliia Honcharova is the author of 251 scientific works, including articles indexed in international databases, patents, monographs, textbooks, methodological manuals, and educational materials for English-medium instruction.
Tetiana Abdullaieva was born on August 24, 1963, in Kharkiv. She graduated from the F. E. Dzerzhinsky Kharkiv Law Institute and the M. K. Yangel Kharkiv Institute of Radio Electronics.
She worked at the Lenin District Court of Kharkiv and later joined Kharkiv National Medical University, where she served from 2008 to 2020 as a specialist in organizing the educational process.
Since October 2020, she has worked as an expert in educational process organization, and since December 2021, she has served as Head of the Academic Affairs Office of the University of Medicine and Social Sciences. Her responsibilities include planning and coordinating the educational process, overseeing the implementation of academic programs, and monitoring the quality and effectiveness of education.
